Leon Kennedy has seen far more than most others his age and the results of his experience show in his demeanor. After his first day as a policeman at Raccoon City devolving into nothing short of a nightmare, the previously congenial and overall positive rookie has transformed into a serious government agent. He still retains an innate desire to help others and protect those in need, but his view on survival and consequences have developed dramatically due to the dangers he faced and the lives lost in the T-virus outbreak. Unlike his attitude during his first day as a rookie, Leon's current attitude is more honed and, some might say, jaded by his experiences. He shows far less emotion in the face of danger, and even when expressing more positive feelings. His quiet, dry outward nature can make him seem distant to strangers, and he tends to be cautious when it comes to people with power. If someone rubs him the wrong way, Leon is a long-time practitioner of sarcasm, making him appear rougher to those that don't know him. He also concentrates very hard on preventing more tragedies by taking out terrorists before others can be sacrificed, making him more given to action than talk. Aside from sarcastic remarks and the occasional joke, he mostly reserves his real emotions for those he trusts deeply, and those people are relatively few in number. After killing many fellow officers turned into zombies during the Raccoon City incident and repeated betrayal by comrades, Leon is reluctant to confide in others and keeps his feelings guarded to protect his main priority of preserving life. While he does have friends and is generally easy enough to get along with, he's the type to bottle up his feelings. During Resident Evil 4, Leon confesses internally that he still remembers the Raccoon tragedy as if it just happened, but outwardly treats the local cops he's with casually and doesn't indicate any personal doubt. Leon also moves to rescue some trapped survivors even after telling Helena that they are already doomed and it is too late to save them. He's a defender above all, sometimes recklessly, even though his experiences have taught him the cold practicality of killing to survive. This echoes back to the Raccoon City disaster itself, which was Leon's first experience with an outbreak. He arrives to find his new assignment is overrun with the walking dead, but instead of thinking only of himself, Leon does his best to protect the other survivors, befriending Claire Redfield and Sherry Birkin as they try to escape the city together. This attitude is what defines Leon as a person—he will always do what he can to help those in distress.

Periodic reviews were a pain, even if they were necessary. If there was one thing Leon had learned over the years, it was that no matter where you went or who you talked to, bureaucracy was always the same. Not that he didn't understand it—having things in the right place could mean the difference between life and death in the right situation—but there was just something about the whole official process that felt more like a hold up than an advantage. There were times when he considered forgetting “procedure” and leaping through the frosted glass partition of one of those office rooms they always had him in (and they all looked the same, too). Just diving through and making a break for it.
Times like this.
The gentleman, dressed in a tailored black suit, held his open file and picked up the third page for the sixth time, sliding it behind the others. His name plate said James Manning, but by the serious and audible way he kept contemplating the file, Leon was starting to think he'd be better off as Agent Hmm. Leon sat in the simple plastic chair, facing him with both hands on his knees as he waited. Normally, he'd be leaning back, maybe even lounging depending on the space. But these places always had the worst furniture, and he knew that slouching might give this fellow the idea that he didn't care about his paperwork. The Paperwork, he had found, was very important to guys like this. He'd personally rather have a good gun at his side.
Nope, don't rush on my account. It's not like any lives are at stake here.
The suit paused in his deep study of the file and looked up, meeting Leon's eyes as if he'd tossed something his way.
“Am I boring you, Mister Kennedy?”
The man's expression was flat and unreadable, giving Leon a look that said the wrong response could and would be held in some little manila folder labeled Personnel History. So it was going to be one of these guys, huh?
“No, sir. Just tired, I guess.”
The man nodded. It was short and professional, like the way he held the open folder. Most of the time, it went pretty smoothly. Even with all the proper channels to go through, most official checks were quick and painless, a protocol to make sure he wasn't falling off the wagon and a detriment to anyone's safety. Leon knew what they were thinking. You don't walk out of some of the things he'd seen without carrying the scars. He respected the caution. But every once in awhile, there was someone that took the whole “check” a little too seriously, and the wrong gesture or misplaced word could trigger a ream of red tape. He could get out of it—they needed him in play after all—but clearing it up would be a hassle. Better to play nice and get through with it the first time. The problem was, waiting it out always made him feel like he was trying to drive a car with no tires. He watched as the man walked toward one end of the office, giving another slow hmm as he went. Then he pivoted on his heel before walking back in the other direction. He flipped through another page, then another as the seconds ticked by. Leon felt a nerve in his leg twitch and go numb.
“Hmm...”
Trust me, it's all there. If this were an outbreak, they'd have swarmed the place by now.
"Hm? Mmmmm..."
Remind me never to have you watch my back.
Agent Delay closed the folder, giving Leon another direct look. For a split second, he thought that maybe somehow this guy had read the boredom in his eyes and was going to give him a lecture on just why all of this was important. He held the man's gaze, awaiting the inevitable.
“Well, it looks like everything's okay. Signed and in order. I'm sure you have a helicopter waiting, so I won't keep you any longer.”
It's about time!
The suit held out a hand, and Leon stood up to shake it. The blood rushed back into his legs, and he realized just how much he'd been leaning forward. But at least it was over. He was so relieved, grateful to this guy for letting him go, that he could almost forget the agonizing time he'd spent in that uncomfortable assessment chair.
“Thanks. I appreciate it.”
The man gestured his thanks away and handed him the freshly-approved file. Leon turned toward the door, finally ready to get to the next mission. He had the door open and one foot over the line when a firm grip caught his shoulder.
“Oh, one more thing, Mister Kennedy.”
Shit.
“Just make sure you get proper rest.”
James patted Leon's shoulder, and Leon turned enough to offer him a smile. As he turned away, he wondered if the other man caught the relief behind it.
“Roger that.”
He made his way down the hall, shaking his head and muttering to himself once he felt he was out of earshot.
“I need rest? Fewer of those would be like a vacation. At least I know what to do with zombies...”
